The Visitor Center is designed to express the relationship between East Grand Forks and Grand Forks and their connections via bridges along the Red River.

The structure is designed to attract visitors and once stimulated, to give them the experience of walking through or across a bridge, providing a visual image that is both historical, futuristic and hopefully creating a unique impression of the sister cities on the Red River.
