Prior to the Flood of 2008, Vision Cedar Rapids hired JLG Architects, along with Sasaki Associates, to prepare a shared vision statement and plan to guide Cedar Rapids downtown redevelopment and identify priorities.

Vision Cedar Rapids was a consortium of the City of Cedar Rapids, Linn County, the Cedar Rapids Area Chamber of Commerce, and the Cedar Rapids Downtown District. JLG reviewed and analyzed existing studies and prepared an issues report that included an analysis of conflicts, omissions, and new issues.

JLG also facilitated a planning session with all interested parties in order to prepare goals and a vision statement, participate in a community open house, and prepare a final report for further steps. After the Flood of 2008, JLG retooled this plan to create a recovery program that is being implemented today.
